Meeting Minutes
Thursday, September 4, 2008
In Attendance: ABC Members Jean Beadle, Karel Crawford, Kathy Garry, Gary Haracz, Ed Marudzinski
Others: Heidi Davis, Michael Lancor, Kay Peranelli, Carter Terenzini,
The meeting convened at 4:05 p.m in the Town Hall Conference Room.
Town Administrator Carter Terenzini reviewed for and discussed with the Advisory Budget Committee (ABC) the Charge and Composition for the ABC adopted by the Select Board and School Board in June 2008.
ABC members received a notebook from the Town Office containing the following information:
• Moultonborough Advisory Budget Committee – Charge & Composition
• Moultonborough Budget for 2008
• Moultonborough Expenditure Report
• Chapter 91-A, Access to Public Records and Meetings
Town budget documents are produced on Office 2007. Town officials will send an electronic copy of the current year budget to the ABC members. Electronic copies are also available from the School District if requested by the ABC.
ABC members received a notebook from the SAU Office containing the following information:
• Draft Budget Time Line for 2009-2010 (to be presented to the School Board on Tuesday, September 9, 2008)
• 2008-2009 Proposed School District Budget Information Packet
• Current 2008-2009 School District Budget
• Collective Bargaining Agreement between The Moultonborough School Board and the Moultonborough School Staff Association (Teachers) from August 1, 2007 to July 31, 2010
Following review of the SAU Office notebook, ABC members received a copy of a budget time line (Countdown to Town Meeting) for the Town budget.
A motion was made by Ed Marudzinski, and seconded by Gary Haracz, to appoint Jean Beadle as chairperson of the Advisory Budget Committee. The motion was approved unanimously.
A motion was made by Ed Marudzinski, and seconded by Jean Beadle, to appoint Gary Haracz as vice-chairperson of the Advisory Budget Committee. The motion was approved unanimously.
Carter Terenzini and Mike Lancor agreed to arrange for someone to take minutes at each ABC meeting.
At-Large ABC members Ed and Jean will attend the School Board meeting on Tuesday, September 9, 2008. Gary will try to attend as well, but may not be available.
Ed, Jean and Gary plan to attend the Select Board Meeting on Thursday, September 11, 2008.
The next meeting of the ABC will begin at 4:00 p.m. on Monday, September 15, 2008 in the Town Hall. Carter Terenzini will post the meeting and Mike Lancor will arrange for someone to take minutes.
At the request of the ABC, the SAU Office and Town Office will order a copy of the following two documents which will be made available to ABC members upon request.
•Basic Financial Policies- A Guide for NH Cities and Towns (copyright 2006)
•Basic Law of Town, Village and School District Budgeting (copyright 2007)
A motion was made by Ed Marudzinski, and seconded by Gary Haracz, to adjourn the meeting at 5:55 p.m. The motion was approved unanimously.
